I've installed my Arlo camera network and all is working fine. I've attempted to change the video duration, but I'm unable to find the pencil icon (which should be located next to the base station icon), which means I don't have admin rights. How can I get or give myself admin rights?

You already have admin rights. Click on the base and then you'll see your modes.

FYI - I'm using the web version, not the mobile phone. In the Mode page, under the "My Devices", I see the base icon (which is highlighted by a green background bar), if I click on that icon, nothing happens.

You need to click on your current mode like Armed or a custom mode if you set one up and you will see your cams and can edit the Rules. Clicking on the Hub/Base in green won't do anything on the Web page. In rules you can set the duration.
