I have a base station and 2 Arlo Pro cameras that had not been used since the previous owner left our company and email is deactivated. There is no way to log in to his account to deactivate. Will I be able to factory reset the base station and 2 pro 2 cameras without access to his deactivated email?

No. Without that person's credentials, you won't be able to remove the devices. IT may be able to set up the deactivated email address temporarily to see if things can be made to work.
