When a download a footage of say an incident, there is no date & time stamp. So I cannot provide to say the police as proof it happened at a specific date & time

Is this hypothetical? There is a timestamp in the metatdata (in windows, you can right-click and then select "details").

Not sure if that is sufficient for the police, but it might well be enough.

Also in some OS systems, the file name is the date/time created..... it uses EPOCH ( computer unix time )

example;

1633285007709.mp4

go to   https://www.epochconverter.com/

use the number portion of the file name in convertor, comes out as
