Why is it that sometimes I cannot download a video from my Chrome browser to my desktop? Clicking the download button doesn't seem to do anything. It works fine in Safari.

Not in my download folder. This problem has been happening for at least 6 months. Some days it works fine, other days it doesn't. It makes me suspect that something is going on with the Arlo web server and not on my end.

There's no pattern to describe when the problem exists. Some videos download fine others don't. I'm have 5 cameras and I'm testing all of them on the same day. What is the most frustrating thing about it I can't view the footage from my Arlo 4 from Chrome because of the codec issues. This is why I need to download them. I hate using Safari but sometimes its the only option for me.

The hevc issue could be resolved using Edge if you have GPU hardware available. Remember that once the hardware GPU is tied up by a browser it is not available to subsequent browsers until the original browser processes have shutdown. Edge, chrome and Firefox are prone to keeping resources running in background.
Regards the arlo cloud services, I often get long streaming start delays using the library including download with the iOS mobile app. Seems longer the clip the longer the delay.

Are you trying to download more than one video at a time? Or is it also happening when you download just one?
I am thinking you are running Chrome on the Mac (since you compare it with Safari). Is that the case?
