It would also be useful to know the base station LED status
It's worth trying to onboard it to your account from a PC (my.arlo.com), as that sometimes works when the phone fails. Also, make sure the phone is connected to your home wifi, and maybe disable mobile data to ensure that. If you use a VPN on the phone, make sure it is off.
If you purchased the base used, then it is possible that the previous owner failed to remove it from their account. That can prevent onboarding (and all you can really do in that case is return it).
