There is no problem leaving the battery in the camera when charging.

The problem is that there is no waterproof outdoor charger right now.

No, I have the outdoor AC cord hooked to the camera.  I want to make sure it is ok to leave the battery in.  Right now I have the battey out of the camera but I would like to put them back in.

Yes, as mentioned the cameras are designed to safely allow the battery to remain in the camera while permanently attached to power.
