One of my cameras has to look through a window. At night I get glare from the IR. Can I cover the IR on the camera and put an IR Illuminator outside? What specs does the Illuminator have to have?

Just go into the camera settings and turn off Night Vision. All that does is turn the IR LEDs off - it doesn't affect the camera's operation in any other way.
As for an external IR light, there are many 850nM lights found with a quick search. Some are battery-powered, others are AC. You could also use normal outdoor lighting such as a motion-detection floodlight which would get you even better videos with color. You'll have to test to get the motion detection settings aligned reasonably.
