1. Do I get the extra features that come with being plugged in if I use the solar panel?
2. Can I use one of those ethernet over power lines devices to connect the Base Station to my router instead of an ethernet cable? This will allow me to get the base station closer to the cameras.

If the powerline extender has an ethernet port AND allows more the 3MB upload, you should be fine.
(IIRC, they also need to be on the same circuit branch.)
Obv, the more cameras, the bigger your upload speeds need to be to cover all.

1) NO...solar only provides enough to charge battery
2) Yes, a wifi extender with an ethernet port will allow you to centrally locate base as needed.

What I was asking about was using a powerline wifi extender. It plugs into an electrical outlet and has ethernet ports and comes in pairs. So I would run an ethernet cable from my router into the first one, which would be plugged into an electrical outlet. Then in the room closer to the cameras I would plug the other one into an electrical outlet and run an ethernet cable from it to the base station. The ethernet is transmitted over the powerline. Will this setup work?

All the base needs is Internet access via its Ethernet connection. Any kind of extender that the base can plug into will work.
For the record, I use a powerline extender on occasion.
