The 3rd light continues to be solid amber and base station is definitely connected to the internet. I have tried resetting, unplugging, powering off base station and reconnecting but it does not work. Is it possible base station needs to be replaced?

If you performed a factory reset of the base station you will end up with a solid amber camera led that indicates that the base is ready to be claimed by an account.
If you still have the base listed in your account you need to remove it so it can be claimed again using the add new device button.
The add method requires the mobile app device to be using the local wifi or a pc connected to the local router via Ethernet if using the arlo web portal.
