Are the operating temperature limitations based upon actual temperature or feel like temperature?

This is probably a dumb question, so my apologies in advance. Are the operating temperature limitations based upon actual temperature or feel like temperature?

Actual temp. Wind chill just relates to how FAST heat is removed, not how low it gets.

This screenshot was snapped when the cameras in the middle row were at 0°F.
The center camera is an original Arlo. The left and right cameras in the center row are Arlo Pro 2, I believe. For some reason the original Arlo cameras operate at lower temperatures even though I think it is supposed to be reverse of that.
Here you also see the odd offset row height I’m experiencing and that first column is supposed to be the right-most column! Really odd.

I have a new Arlo Pro 2. It's been outside in roughly -8C to -12C for about 22 hours and it's already dropped 15% battery.
