The fact that the siren isn't sounding is possibly the reason trying to deactivate it is why you get the spinning wheel. If you really want the siren to work, you may need to remove the base (and all other devices) from Settings, My Devices and start fresh.

I have removed battery. This morning, removed device and reinstalled. The minute it was "found" the siren activated again and will not deactivate.
I REALLY hate this system and regret buying this.

Did you try restarting the base station?

As I recall, there's a button on top of the base so you can manually turn the siren on. Is it stuck down?
Also, you mention removing the battery. The base, which has the siren, not the cameras, doesn't have a battery.
