Specs say the 3 second lookback and Continuous record modes only work when cameras are plugged in and inside. Why do they have to be inside? And second, does plugging a Solar Panel to the cameras enable these features? Is that the same as plugging in the cameras or still considered being on battery power?

Where did you read that?

No.

 

The solar panel merely charges the batteries. It is not the same as "plugged in".

The "inside" requirement was due to the lack of an outdoor power supply which now exists. The docs apparently were never updated.
