Arlo 2 shows videos in my app in library under local storage but my wife who has full access does not have either option at the top of her screen

Does her account show "Feed" and "Dashboard"? Or does it show "Library" like yours?
Her account needs to match yours - if one is on "Feed" and the other is on "Library", then the "Library" account needs to be migrated to "Feed". Note once on "Feed" you cannot go back to "Library".
"Feed" is quite different, and there are two limitations:
- there are no custom modes. You can modify the three built-in modes (Armed Away, Armed Home, Standby) but you cannot add more.
- Due to some bugs, you cannot get the combination of geofencing+scheduling to work.
To migrate, use the following hack: The person using "Library" goes into "add device" and starts to add a Pro 5s camera. That process can't be completed, but the workflow will migrate the app to "Feed" before you get stuck.
