Cannot add trust device

I have problem to add trust device and phone number for 2FA. When I click on it, there will have error shows as in photo and no option to choose

trust/don’t trust

i already follow the solution to delete reinstall app, try with new account but still same error. It doesn't have don't trust option to select as advice from others

Which version of iOS is this device running?

Same problem.  iPhone 11 Pro Max and OS 16.3.  Extremely frustrating!
