Arlo go -offline a blinks blue

I have 2 Arlo go cameras. They worked fine until recently. 1 is offline and continues to blink blue (searching). I have swapped SIM cards and batteries. Camera 2 continues to locate service and is viewable on the app, while camera 1 just blinks (sync button does not function) ideas?

This sounds like a connectivity issue. Is there or has there been any ISP outages in the area where the cameras are located?
