Arlo Go - Unable to Reconnect

I have 3 Arlo Go cameras on an ATT plan which have been working for over a year.  They are powered with Solar Panel chargers.  Recently 2 of the chargers malfunctioned and the batteries discharged.  I have new chargers but am unable to put one of the cameras back in service.  I recharged it with a wall charger, but it remained out of service.  I then removed the device from the system, reset it, and attempted to reinstall.  The acceptance chime sounds when I scan the QR code to install a new device, but the search to identify it comes up empty.  I've tried 3 times, with the same results.  Suggestions?
