Adding Friend That"s Uses a Different Carrier

I currently use Arlo Go with the Verizon Plan. Is it possible to add a friend that has AT & T as their  Carrier?

If you mean Grant Access, yes, that has no bearing on who the carrier is.  It's just Internet access.

One additional question! Will the person on different cell provider be required to pay for a data plan? Thanks!!!

No. Only the owner ofthe camera will need a data plan since th camera is effectively another cell phone. Access to see what the camera is doing only requires a smart phone or a computer with Internet access.
