I currently use Arlo Go with the Verizon Plan. Is it possible to add a friend that has AT & T as their Carrier?

No. Only the owner ofthe camera will need a data plan since th camera is effectively another cell phone. Access to see what the camera is doing only requires a smart phone or a computer with Internet access.

If you mean Grant Access, yes, that has no bearing on who the carrier is. It's just Internet access.
