The camera is set up with a SIM card and the SIM account is up to date.

The camera is in Arm Home mode.  When I attempt to view live stream on my Pixel 8a (Arlo Secure app version 6.31.0(6310005)), an image appears briefly and then an image from a previous recording appears.  I tab the screen twice and the Stop button appears.

I can tap the Play button again and a live stream starts but this happen very, very infrequently.

Have you tried to uninstall and reinstall the app to see if that changes the behavior you are seeing? You can also try removing the camera from the account and adding it back on to see if that helps with the live stream.
