Solar charger securely attached to camera, unobstructed access to full sunlight... Not charging.. battery indicator slowly creeping down to 82 % after 8 days.

Have you tried disconnecting and reconnecting the panel to the camera?

At least 50 times.
Two days the dojar panel will not start charging until battery is under 65% capacity and then only until it reaches 80%. That statement appears NO WHERE in any article or support literature. I hope it is true.

I have a solar panel on my Go 2 and it charges to 100% properly. When the camera runs the battery down some, sufficient light will allow the panel to charge back up with no intervention.
You could have an issue with either the camera or panel. For starters, remove the camera from your account and re-onboard it. Also reset the camera before re-onboarding:

Otherwise, use Settings, Support (Center) to select the camera model to access official support. A subscription is required for this to work.
