The low bandwidth issue is between the camera and router, not the ISP speeds. This implies blockage due to distance, number of walls in the signal path, stuff on/in the walls, house construction, etc. It can also be due to 2.4GHz wireless interference from other wireless devices. If bringing a camera closer to the router works fine, investigate these issues.
