Tech support told me that I would have to pay &149 to update my camera. Is this trie?

No.  You were talking to a scam support site.  https://kb.arlo.com/000062119/How-can-I-avoid-Arlo-support-scams

 

Generally, it's a bad idea to google for support.  It's best to go to the manufacturer's website and look for the link there.
