Twice now my internet has gone out from power outages and my camera has disconnected. Despite countless attempts I cannot get it to reconnect without completely removing it and redoing all of my settings all over again (motion sensitivities, activity zones, etc.) It scans the QR code but will never find any arlo devices no matter how close I am to the router.

It could be just the base station needs a power cycle after the mains power has returned and the router finally boots back up.
To prove this power down both router, modem and Base station. Then return power to the router modem and wait for the internet to return. Then repower the base station to see if the cameras return, allow 10mins for the cameras to reconnect.

I don't have a base station, just the camera only connected to the Wifi.

No base station then.
Try manually setting the router wifi channel to a fixed number so that when the power comes back it doesn’t pick a different channel. You could also set the IP address of the cameras to a fixed assignment within the router.
