When replacing the Arlo Smart AVD1001-1ccnas hard wired with the newer model Essential AVD1001 hard wired, do I need to turn off the electrical circuit Breaker?

You don't absolutely need to but there is the danger of a shock by leaving the wires energized. If unfamiliar/uncomfortable working with electricity (or just because), turn the breaker off.

Note there is no newer AVD1001, so you must mean a different model.  It's best to be careful on the model info - if you don't then you'll frequently get wrong advice.

 

Yes, you should turn off the breaker.  Otherwise you might get some shocks, and you also might accidentally short out the transformer.
