I just purchased a 2 essential outdoor camera. Do I need to buy the base unit to connect it to my phone or tablet? Or can I connect it directly?

Arlo Essential Generation 2 cameras connect directly to your home network. To get started, download the Arlo Secure app from the app store and create an Arlo account (if you don't already have one). Once your account is created, tap the "+" icon within the app and select "add device". Choose the camera model that you've purchased and continue to follow the on-screen installation instructions.
