This relates to Doorbell 1.3 - firmware 1.2.0.0.309_283.
When first installed everything is working as expected but now the battery level warning on the Arlo app shows the doorbell as zero percent battery charge, even after just replaceing the batteries and the doordoor is working properly.
Sounds like there is a firmware issue.

you might want to do a factory reset of the doorbell by holding down the sync button until the LED on the front of the doorbell flashes rapidly then add it back to your system to see if that works. Or you might want to do a power cycle on your base and see if that fixes the problem.

So in the end this problem was resolved.
1. Use only non-recharable AA batteries in the doorbel. Fully charged rechargable batteries report charge of about 82%.
2. The cause of the charge drain may be either of the following, very hot condictions (over 35c air temp) or the fact that the VMB4500 base station kept losing it's internet connection (a separate topic).
If the doorbell is shown in the app and says it is out of sync, pressing the bell for about 1.5 seconds until it makes a sound seems to wake it up and re-establish.
