oauth.arlo.com from SmartThings not recognizing device and rejecting connection

Hello - I'm in the process of rebuilding my SmartThings environment, so deleted all of my Arlo devices and am now attempting to re-add them.  When I attempt to link my Arlo account, the oauth.arlo.com screen is displayed and once I enter my credentials, I get a "We don't recognize this device" message, followed immediately by a red banner across the top of the screen saying that my authentication request has been rejected.  I only have one device set up for TFA, which is the Samsung phone I'm using to link SmartThings and Arlo, so not sure why TFA isn't recognizing my device and why it's immediately rejecting the authentication request.  Seems like oauth is somehow getting in the way of TFA and preventing a successful authentication.  Any ideas?

I was finally able to get this to work, but from my testing, I was only able to get past the TFA wall using a registered SMS number.  Neither email address of a registered device would allow me through.
