What does the IFTTT option under Library->Filter do?

Nothing unless you have IFTTT set up.

You cannot use IFTTT with the Arlo system alone.

IFTTT requires another home controller of sorts to allow the Arlo system to interact with other devices connected to that controller...

( like turn on lights if the camera gets triggered to record )
