Problem setting up VMB4500 base station to Apple HomeKit

I am following the instructions on how to setup up an Arlo Camera to the Apple Home App without a setup code.  I tap settings and my devices and the Arlo app spins and spins without finding the base station.  Is there something else I need to be doing?  Is this a software bug?  Am I wasting my time?  Thanks.
