I tried to place 2 cameras just inside of home windows so that the views looked outdoors. The cameras detected no motion at all. How close to glass windows can I place my cameras so they work properly?

You can not use the cameras for motion detect or night vision through glass.... the glass blocks IR ( and or relfects the ir iluminators when night vision kicks in )
They are water resistant so can be placed outside
