infrared disruption with view-able still frames

I need suggestions to view videos frame by frame. Perps are disrupting video with infrared, but, Arlo still captures clear images. I need to get them all! I have spent hours clicking pause start over and over. Is there an easy way? I need this for the Sherriffs dept.

What computer are you using? There are a number of packages, some supplied with an OS, that can do this.  For Windows, try Windows Live Movie Maker.  A search for video editing software will give you other options that can be had free or paid.

VLC Media player is my favorite application for capturing still frames, and it is free.
