In the process of camera positioning.  Camera is mounted less than 25ft away from a parked vehicle and we can't make out a tag number. Is it possible to take a still shot and enhance or somehow enhance video resolution?

The camera has more of a wide angle lens at 110 degrees.  It's a compromise between coverage and distance.  In this case, distance doesn't work to read a plate

.

As to enhancement of the photo, yes it's possible but depends on you photo/vid program... I use to have access to a $75k video editor and it would do amzing things, but most would be lucky to have photoshop at home ( tho even that might work a bit )

In camera settings there is a "pan and zoom" option with a camera icon in the top right corner. After a photo is cropped or zoomed in on and the the icon is pressed it seems to take a photo and store it somewhere but we can't find it in our library. Where can we access that photo?

the pan and zoom option takes a picture of the current cam view, it is only seen right on the camera setting page and its for pan/zoom purposes

Adjust the pan zoom on the camera setting page by pulling the corners and then hit SAVE...

In live view screen you'll see the view of the cam is cropped

If you need a picture of that cropped screen, hit the 'camera' icon for a snapshot

PS click in cropped picture of camera settings to pop the crop picture back to full ( and save before exit )
