I'm currently thinking of changing my internet provider and I was wondering if I can still record and see videos even though I don't have internet? And if so, how do I go back and review the footage?

Arlo cameras cannot be armed without an Internet connection.
To be able to view or retrieve stored video footage your Arlo system does not need to be connected to the Internet. Only you need to have Internet access to log into your account and interact with the video library.
Note that with the basic subscription plan (which is the only free plan), only video footage of the past seven days will be kept. Anything older will be deleted automatically and videos are gone forever. So, download video clips you want to retain before they get deleted.
The (paid) subscription plans Premier and Elite keep footage of the past 30 and 60 days, respectively.
