Can you set the times the Arlo records?

Yes, using the schedule. Use the Mode tab, click on your base and check out modes and the schedule. I'd recommend creating your own modes using the Armed mode as an example. That way you keep Armed pristine and get to set things up exactly to your liking. If the mode is lacking a rule for a camera it is automatically disarmed.
