I have an Arlo camera placed behind a window. the problem is that the motion detection does not work. I'd love to have the ability to creat a rule that would allow me to start recording if the motion sensor on another camera was triggered.

You can do that already... Or use a Q camera that does work thru glass.
Tho the Arlos do not sense thru glass, you can use another Arlo to triggger record.
Example; 2 cameras one outside, one inside.
set up a custom mode as follows
When outside detects motion, record on inside
to take it a step futher; use two rules in a custom mode
Outside cam detects, outside cam records
Outside cam detects, inside cam records
(so both get turned on)
