As the way Modes work, I don't think so. 

Modes are made of Rules ( for cameras and how they act, emails, etc ) and you can have multiple Rules in a Mode...  BUT, if a Mode is active then any Rule/Camera NOT included in that mode is NOT active. The way you can make Modes, it doesn't appear necessary.
