Motion sensitivity - which is more sensitive?

So when you are adjusting the sensitivity on the app, 1% has an icon of a person standing still while 100% has the icon running.  This would seem to indicate that 1% is most sensitive since it can pick up someone who is not moving and 100% is least sensitive since you would have to be running to set it off.  However I have seen people on this forum suggest to increase sensitivity by setting it to 100%.  Logically, 100% sensitivity would seem to be the most sensitive, but why would the icon be doing more motion?

So which one is it?  Is 1% the most sensitive or 100%?

100%. Left side is least sensitive, right side is most.
