Does any experience time lag on initial activation?

Lag is a function of detecting motion, starting the camera and initiating a connection with the server. You can only control the first by properly positioning the camera so that motion is detected moving across the FOV as well as starting at an edge. Trial and error is needed to accomplish this.
Pixelation is a different issue. Sometimes you'll see it initially but I've found it to mostly occur at some point during the recording. It can be caused by the compression engine used or possibly having multiple camera streams going at the same time, swamping the upload capability of your ISP connection. Nothing to be done with the former and the latter is solved by getting an enhanced connection from your ISP.

I have pixelation with all my cameras. ISP is tested at 10Mbps up and 50 Mbps. Cameras all are getting 4 bars of signals. What else can it be?

Post a snapshot (use live view, take a snapshot and get the link by viewing it in your library and clicking on the share icon). ALso, try power cycling your base station.
