If motion detection is off, Can you use IOS device to log on and view live video?

Yes.... even if motion is set (to record upon motion) you can activate and go live stream at any time...

 

the only time I can think of you can't see live stream is if the motion detected same and started record ( running man is red ) you may not be able to get in... but not 100% sure.

Yup, I can verify if the man is red you have to wait to do anything else.
