Had a similar problem once before and I solved it by taking the cameras back and starting from scratch again(dont want to do that this time!).

So, simply, new phone (android), installed the Arlo app, the synch went great (IE all the right blinking and colours), but no cams showing up once I finish the synch..?

Clues anyone..?

Power button reboot base ( also power button reboot phone now and then )

No, just can't get them to show. Though could it be because I can't set up the base unit again..? I am assuming because I registered it once, thats why it wont let me go through that set up this time

Yes, if prev registered, you must use the same name/pw as the serial number is locked to the account
