How do you turn off the 'priviacy' mode so the camera will operate>

If you are the admin / primary account holder then go to SETTINGS> MYDEVICES>PICK CAMERA , then toggle the ON/OFF switch.

 

If your in a "shared" mode it could be off limits for obv reasons.
