I have not bought a system yet so I am a true rookie.  I understand that the cameras are activated with motion.  If you are away can you remotely access the cameras or is the only thing you can see are motion detection videos in the cloud?

There's a feature called live view so you can trigger viewing and recording manually at any time. Note that the wireless cameras are battery operated so you can wear the batteries down in short order. Depending on where you want to use the cameras, the new indoor Q is corded so batteries are no issue.

I work for an internet company in Spain and may recomened your product but I need to know if the client will be able to remotely access the cameras using a 4G router and no public satic IP address. Can you pklease reply to kalab@telitec.net and forgive me if this is not the correct way to ask this.

As long as the system has internet access (no static IP address required) it should work.  Others here have used hotspots successfully to connect their systems.  Testing would be required to actually prove your scenario would work.
