pc or phone app wont discover base, tried reset,tried everything whats going on??

What LEDs are lit on the base?  Both power and Internet should be on and green.

Three on the left are lit green. Solid not blinking, third will blink if I press button on the side but won't discover

Any ideas? It stays on discovery but never connects and customer service is terrible! They transferred me to a service that wanted to charge me 300.00 to make it work blaming it on my internet

I was on the phone with spectrum internet and it isn't the internet. What is going on with arlo???!!!!!

It sounds like the base is connected to the internet from the LED behavior you describe above. Is the device you are using to try and complete set up (PC and Phone) on the same network as the base station?
