I would like to turn off the interior cameras when I am home and leave the exterior ones one.

Settings>Modes
Then edit a mode or create a new one with only your external cameras active
This is as good as 'off' as you'll get. Motion detection will not work so it wont record a thing unless you force it in the app

How do you create a new mode? I only see the options for "Schedule", "All Motion on", or "All Motion Off". How do you add one to choose specific camera's?

On the android app, you create a new mode by clicking the green plus after going into the Mode menu under settings.
You can then choose what rules to have active.

As Cyan says, you are looking at 'Modes' and not 'Settings>Modes'
