New out of the box system.

 

have plugged in base station to router (apple airport extreme), get green power light and green internet light, yet neither iphone with app nor laptop can find the system -  keeps ending up at the picture with "how to connect". 

 

seems like lots of issues similar here - but nothing works

It could be the router or a setting you've changed in the router.  Log into the router and verify the base has an IP address that's in the same subnet as your laptop and phone.  It's also possible that the base is bad although at first blush that doesn't seem likely.  You can try resetting the base using the reset button until the LEDs flash amber.  Let the base reboot and then try again.
