camera not detecting at times

My camera has detection problems, but what I noticed is that it happens only at certain times when our next door neighbors come in or out. We live in a townhouse complex and our camera records us and them most of the times, but recently we've noticed that it dosn't record when they come in or out. I'm wondering if there is something they're doing to block the detection or if the camera just dosn't work at times.
