I am considering buying arlo or arlo q+. I am not sure that do i need to pay monthly fee for using 24/7 service during 7days? If i have to pay for using this service, how many hour is free maximized hours which detect motion for a day?

if you have 5 cams or less, cloud storage is free for up to 7 days.  For most people that would be plenty of time to review and download any recordings the want to keep.

If you get the Arlo pro system, not only will you have better cams but also have the capability to record from camonto a thumb drive or external hard drive plugged into the base station as well as onto the cloud
