When setting up Base Station, shows "Unable to claim this device" error on Arlo iPhone app

I am trying to set up my Arlo cameras but when setting up the base station there appears to be an error. I tried this set up on my desktop as well as my iPhone (app is updated) With my desktop I get a message that says "Unable to claim this device" (attached). With my phone (app) after discovering the base station it stays frozen on a screen that says "checking for updates" PLEASE HELP

is this a brand new system? if so, where did you purchase it from? What appears to be happening is that the system was previously returned to the retailer without removing it from the previous owner's account. If so, you will not be able to add it to your system without the help of Customer Service. This feature is to prevent stolen cameras from being added to another account.
