There's still a very minor current draw but for all intents and purposes it's off. Just don't turn off the base since the cameras will drain quickly trying to connect to the base.

I also disarmed the cameras so can I assume that even if the base is off the batteries will not drain quickly?.

No. The cameras have to remain connected to the base so they can be reactivated. If you turn off the base, also remove the batteries.
