What is the Red shield on upper-right corner?

What is the red shield icon in upper right corner,. Searching answers and they all point towards a siren, I don’t have the siren version.

Click on it and it will prompt you.

eg. Call e911, Call a friend, Activate siren etc. It will grey options not set up.
